Background
The National Geospatial-Intelligence Agency (NGA) is seeking to consolidate and enhance its software capabilities through the Holmes contract, which follows two legacy contracts: Agile Web Presence II (AWPII) and Yorktown II (YTII).

The NGA's mission is to provide timely, relevant, and accurate Geospatial Intelligence (GEOINT) to support national security objectives. This contract aims to maintain, develop, implement, sustain, and modernize software that supports mission-essential capabilities such as The Globe and GEOINT Search and Retrieval (GSR).

Work Details
The contractor will be responsible for the following tasks:
1. Program Management: Establish a unified operations and sustainment contract for legacy programs.
2. Development – Operations (DevOps): Enhance the DevSecOps pipeline for faster delivery of features and security improvements through Continuous Integration/Continuous Delivery (CI/CD).
3. Software Maintenance: Provide necessary services for developing, testing, integrating, and deploying software to maintain/enhance current capabilities.
4. Content Management: Streamline processes for integrating new or updated content into systems.
5. Systems Engineering: Ensure system integrity and responsiveness of Globe and GSR applications.

Period of Performance
The period of performance for the contract is five years with task orders issued throughout this timeframe.

Place of Performance
The primary place of performance will be at the contractor's facilities with potential temporary access to NGA facilities in Springfield, VA; St Louis, MO; or Arnold, MO.
