Description

Luke AFB is seeking a vendor to provide services for setup, installation and removal of holiday lights on Luke AFB. Please see statement of work dated 16 July 2025 for details of service requirements. When submitting quotes please include all applicable costs. Award will be a base plus four option year contract. Please ensure submitted quotes meet evaluation criteria listed in clause 52.212-2 of the solicitation.

A site visit for this solicitation will be held on Tuesday, 7 October 2025 @ 10:00am MST. The purpose of this site visit is to educate all interested vendors regarding general and local conditions that may affect the cost of contract performances. If interested vendors would like to be included in the site visit, please email your request to Velma Wynn @ velma.wynn.1@us.af.mil and Jacqueline Aranda @ jacqueline.aranda.1@us.af.mil no later than 6 October 2025 by close of business. Please ensure all parties attending have a form of the Real ID drivers licence or one of the acceptable alternatives listed in the attachment. There will be no exceptions.

Questions submitted past this deadline may not be considered for response. Questions MUST only be sent to the points of contacts listed. Questions will be answered as soon as possible, and all questions and answers will be posted to this solicitation so that all potential offerors are afforded the answers.

Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.

Background
Luke Air Force Base (AFB) is seeking a vendor to provide services for the setup, installation, and removal of holiday lights. The goal of this contract is to enhance the festive atmosphere at the base during the holiday season. The contract will be awarded as a base plus four option years, ensuring continued service over multiple years.

Work Details
The contractor will be responsible for installing low voltage holiday lights on Thunderbird Street, Eagle Street, Falcon Street, and Lightning Street. The decoration theme will alternate red and white candy cane colors. Specific tasks include:
- Installing LED holiday lights on 91 street poles and 41 lamp posts, with 32 California palm trees decorated and 3500 linear feet of lights around Air Park.
- Setting up and providing power to a Majestic Christmas tree (LED) light in Fowler Park.
- Installation must be completed by the first Thursday in December, with teardown by the third Friday in January. Detailed installation tasks include alternating colors on poles and lamp posts as specified in the Statement of Work dated July 16, 2025.

Period of Performance
The contract period of performance is from November 21, 2025, to November 20, 2026, with options for additional years extending through November 20, 2029.

Place of Performance
All work will be performed at Luke Air Force Base located in Arizona.
