HLD OTHR Tx Subsystem Sole Source Justification Notice

Background
The Air Force Materiel Command, specifically the Air Force Life Cycle Management Center's Ground-Based Air Defense Sensors Division (AFLCMC/ESGK), is issuing a Sole Source Justification for the procurement of a sub-scale transmit subsystem from Continental Electronics Corporation (CEC). This contract is essential for the Homeland Defense mission, aimed at providing early detection capabilities for targets approaching the continental United States. CEC is uniquely qualified as they are the only contractor capable of delivering this specialized technology within the required timeline, having successfully delivered similar components for over a decade.

Work Details
Under this contract, CEC will develop, install, and test a sub-scale transmit subsystem that is part of the broader HLD-OTHR system. The subsystem will include:
- Transmitters
- Transmission line
- High Frequency antennas
- Signal distribution
- Program and engineering services
- Installation/site integration/testing/commissioning
- Initial operational spares.
The estimated total cost for the sub-scale transmit capability is approximately $200 million. The contract will also involve follow-on phases for additional subsystems including receiver and sensor C2 software.

Period of Performance
The Period of Performance for this contract is approximately 22 months from contract award to hardware installation, with additional support periods to be determined.

Place of Performance
The geographic location for performance and delivery of the product will be at various sites as determined by the needs of the Air Force.
