This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with FAR Part 12, Acquisition of Commercial Items and FAR Part 13, Simplified Acquisition Procedures as supplemented with the additional information included in this notice. This combined synopsis/solicitation SHALL be posted on both SAM and NECO (https://www.neco.navy.mil/).

Background
The Officer Training Command, located in Newport, RI is in search of a acquire HIPPA-compliant, web-based fax system to send medical documents electronically. The mission of Officer Training Command Newport is to morally, mentally, and physically develop future Leaders of Character and Competence imbuing them with the highest ideals of Honor, Courage, and Commitment in order to serve as Professional Naval Officers worthy of special trust and confidence.

Work Details
The requirement is for a HIPPA-compliant EFAX system with specific features including a package plan of 500 pages a month of compliant, secure document faxing, three EFax user accounts, HIPPA Compliance, and accessibility on Navy/Marine Corps Intranet (NMCI) network. The system should be web-enabled to meet Department of Defense (DoD) and security requirements, support https or http and Virtual Private network (VPN) configurations, be compatible with Windows 10 or higher, and capable of sending and retrieving various electronic file types.
The period of performance will be for one year from the date of award.
