Synopsis:

NOTICE: This is not a solicitation but rather a Sources Sought to determine potential sources for information and planning purposes only.

The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification Systems (NAICS) Code is 334515, Electronic test equipment for testing electrical characteristics manufacturing, which has a corresponding Size standard of 750 employees. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all businesses sizes. If your firm is a small businesses to include 8(a), Service-Disabled Veteran-Owned, Hubzone, and Women-Owned small business concerns, please identify that information below. The government requests that interested parties respond to this notice if applicable and identify your business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners.

Program Details

Hill AFB is building a new Composite Aircraft Antenna Calibration (CAAC) facility that will perform multiple radar functions. One of these functions is to measure the radar cross section (RCS) of B2 flight controls and edges. The building will have general office spaces, radar rooms, antenna rooms, anechoic chamber, radar control rooms, and a preparation area (refer to Preliminary Layout drawing).

The contractor shall provide a RCS radar system to perform testing of B-2 flight controls. The RCS equipment must be readily movable in and out of the test chamber to allow both types of radar work to be performed within the test chamber. The moveable RCS equipment must still be capable of maintaining acceptable accuracy and safety and dependability requirements. This RCS system shall include:

  • QuarterBranch radar system
  • Antenna array
  • Low observable pylon with controllable rotator
  • Interface adapter fixtures for mounting different assets on pylon
  • Transporter to move pylon into and out of test chamber

The radar system shall be a Turn-Key system. Upon completion of Site Acceptance Testing (SAT), system will be completely operational with no alterations or modifications required.

The Government shall not reimburse the costs of preparing responses to this request for information. The Air Force Sustainment Center (AFSC) Operating Location Hill, Hill Air Force Base (AFB), Utah, intends to issue a formal RFP in September 2022 (1-2 months before wanted to award) timeframe for the acquisition of services required for this effort at Hill AFB, UT. The estimated contract period including design, installation, acceptance testing and training is October 31, 2022 through September 30, 2024. A draft Statement of Work is attached.

The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran-Owned, Hub-zone, and Women-Owned small business concerns. Interested and qualified sources should provide the following information:

  • Company name, point of contact, e-mail address, telephone and fax numbers, type of business and size;
  • List similar completed work in designing and integrating equipment into an RCS chamber( not to exceed five) to include brief description, names, POCs, phone numbers, value & type of contract, and period of performance;.
  • Length of time in supplying these kinds of services and products.
  • Highlight the large or complex systems your company has designed and integrated into a radar chamber.
  • Affirm that your company would be able to obtain a government security clearance of at least the secret level.
