Description

Synopsis:

NASA/NSSC has a requirement for High temperature packaging parts for SiC ICv13.

NASA/NSSC intends to issue a sole source contract to ADVANCED TECHNICAL CERAMICS COMPANY: 511 MANUFACTURERS RD; CHATTANOOGA, TN 37405-3203 under the authority of FAR 13.106-1(b)(1)(i). It has been determined that ADVANCED TECHNICAL CERAMICS COMPANY is the sole provider of High temperature packaging parts for SiC ICv13.

NASA/NSSC will be the procuring center for this effort. Performance will be located at NASA/ Glenn Research Center (GRC).

The Government intends to acquire commercial items and services using the provisions, clauses and procedures prescribed in FAR Part 12 and FAR Part 13.

The NAICS Code for this procurement is 334516.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 3:00 p.m. Central Standard Time on 8/12/2025. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.

Background
NASA/NSSC has a requirement for high temperature packaging parts for SiC ICv13. NASA/NSSC intends to issue a sole source contract to ADVANCED TECHNICAL CERAMICS COMPANY located at 511 Manufacturers Rd, Chattanooga, TN 37405-3203. It has been determined that ADVANCED TECHNICAL CERAMICS COMPANY is the sole provider of these high temperature packaging parts. NASA/NSSC will be the procuring center for this effort, which will be performed at NASA/Glenn Research Center (GRC).

Work Details
The contract involves the purchase of a total of 25 pieces of high temperature co-fired 92% alumina electronic packages with platinum (Pt) metallization. The specifications are as follows:

1. Packages for integrated circuits with 80 (plus 1) input/outputs, measuring 1.183 in. x 1.183 in. x 0.112 in (thick). The design is illustrated in 'HTLP CF580 1.1 drawing dimensions for quote 07142025'.

2. Each package will have 81 wire-bond pads connected to corresponding pads on the backside using hermetic sealed Pt filled vias.

3. A Pt seal ring on the package wall will connect to a central pad for attaching die through buried metallization traces.

4. Packages will feature a cut corner notch as an orientation mark.

5. All parts will have Au coating on Pt surfaces with a thickness of at least 100 micro inches.

Additionally, there will be 25 pieces of high temperature co-fired alumina lid pieces with similar platinum metallization specifications:

1. Lid pieces measuring 1.182 in. x 1.182 in. x 0.035 in (thick), featuring Pt metallization words 'HTLP CF-581' and 'NASA GRC LCS' on the top side.

2. Lid pieces will also have a cut corner notch matching the packages and Au coating on Pt surfaces.
