The Naval Air Warfare Center Weapons Division (NAWCWD) intends to procure and award on an Other than Full and Open competition basis in accordance with FAR 6.302-1, a Firm Fixed Price (FFP) for the production of a biosynthetic resin formulation derived from resveratrol and histamine, fabrication of carbon fiber impregnated (pre-preg), fabrication of composite wings for a man-sized drone, ground and flight tests of the drone, laser testing studies and a filament winding demonstration with the resveratrol-based resin.

This notice of intent is not a request for competitive proposals; however, any firms believing that they can fulfill the requirement may submit a written response to be received at the contracting office no later than 15 days after the date of publication of this notice, clearly showing its ability to do so without causing programmatic hardship or duplication of cost to the Government. Responses to this notice shall be submitted to the contracting office and reference solicitation number N6893622R0010 and provide a capability statement (no more than 2 pages) that clearly indicates the firm's experience, assets, background, and ability to perform the required work without compromising the quality, accuracy, reliability, and schedule. Going forward, all new entities registering in GSA's System for Award Management (SAM), as well as existing registrations being updated or renewed, will require the submission of an original, signed notarized letter identifying the authorized Entity Administrator for the entity associated with the Data Universal Numbering System (DUNS) number before the registration will be activated. It is recommended that all interested parties be aware that processing this additional information may take several days and are proactive in maintaining the SAM registrations in an "Active" status as the government cannot award to an entity without an "Active" SAM registration.
