This is a combined synopsis/solicitation procurement of estimated four hundred ninety-five (495) High Speed Maneuverable Surface Target (HSMST) to support test and evaluation and Fleet training exercises over the next five (5) years under a multiple awards Indefinite Delivery/Indefinite Quantity (IDIQ) contract. HSMST will be built to commercial standards and practices using Government specified requirements, and will address Total Ownership Cost (TOC) emphasizing technical data and standardization of equipment throughout the class to reduce total lifecycle costs. HSMSTs will be procured utilizing a competitive small business set aside in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items.

A multiple awards IDIQ contract with five years ordering period is contemplated. The Government intends to award two individual IDIQ contracts as a result of this solicitation. The initial delivery orders are estimated for two hundred (200) HSMSTs, one hundred (100) HSMSTs per awardee each. Subsequent delivery orders are based on the needs of the Government and funding availability.
