INTRODUCTION

The Naval Air Systems Command (NAVAIR) has a requirement to procure High-Speed Anti-Radiation Missile (HARM) parts for sustainment and repairs. The DO will consist of a base order for Fiscal Year (FY) 2023 requirements, and options for FY2024 and FY2025 requirements.

The proposed contract action is for supplies or services for which the Government currently intends to solicit and negotiate with only one source under authority of FAR 6.302. As the sole designer, developer and manufacturer of the HARM missile, Raytheon is the only source that currently possesses sufficient requisite knowledge, engineering expertise, aircraft integration information, and technical data required to perform these efforts.

The result of this Sources Sought will be utilized to determine if the required supplies or services exist in the marketplace and if any Small Business Set-Aside opportunities exist. All Small Business Set-Aside categories will be considered.

Other interested parties may identify their interest and capability to respond to the requirement no later than 15 days after the posting of this sources sought.

Eligibility

The Applicable North American Industry Classification System (NAICS) code for this requirement is 336419 with a Small Business Size Standard of 1,250 employees. The Product Service Code (PSC) is 1420 Guided Missile Components.

Submission Details

Interested businesses should submit a brief capabilities statement package (no more than ten 8.5 X 11.5 inch pages, font no smaller than 10 point) demonstrating the ability to perform the required capabilities. All responses shall include Company Name, Company Address, Company Business Size, and Points-of-Contact (POC) including name, phone number, and email address.
