Incumbent Analysis (see Incumbents section for more detail)
This opportunity appears to have a confirmed incumbent based on prior awards under W900KK23D0015 to Kratos Unmanned Aerial Systems, valued at $30,521,622 (06/30/23–07/06/28), covering procurement of fixed-wing, subscale, jet-propelled unmanned aerial target systems (e.g., MQM-178 Firejet and BQM-167) along with launchers, ground support equipment, spares, and provision of accredited threat-representative targets for sensor presentations and live-fire weapon testing. Additional related tasking includes replacement engines for Firejet targets and delivery of accredited threat-representative unmanned aerial target systems (e.g., $20,249,988 for engine-related work and $6,252,872 for accredited target delivery). The HSAT requirement’s focus on reusable subscale aerial targets with specific performance envelopes and parachute recovery aligns with the incumbent’s prior supply and sustainment of similar MQM-178/BQM-167 class target systems and associated support equipment.
