This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is W50S8A-25-P-A006, and is issued as a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2025-04. This requirement is 100% set-aside for small business, and only qualified vendors may submit quotes. The Government contemplates award of a Firm-Fixed Price (FFP) contract.

CLIN0001, MWNS upgrade: HPSA 1, HPSA 2 and HPSA 3, QTY 1 JOB:

The New Hampshire Air National Guard has a requirement for "High-Power Speaker Array"(HPSA) upgrade on Pease AFB. HPSA Upgrade project aims to enhance base safety by replacing the existing ATI HPSS16 siren system with a new Siren Mass Notification System that is interoperable with Monaco's D-21, Emergency Management System. The contractor is responsible for providing all personnel, equipment, tools, materials, supervision, and quality control necessary, except as specified in the Statement of Work(SOW).

The High-Power Speaker Array 4 (HPSA) Upgrade project aims to enhance base safety by replacing the existing ATI HPSS16 siren system with a new Siren Mass Notification System that is interoperable with Monaco's D-21, Emergency Management System. The contractor is responsible for providing all personnel, equipment, tools, materials, supervision, and quality control necessary, except as specified in Paragraph 3.0, Government Furnished.

A site visit will take place on 22JUL25 at 1000. Email sean.m.connolly1.mil@army.mil to indicate your interest in attending. All contractor will have Government ID to gain entery to Pease AFB. Contractors shall meet at the contractor gate at Pease AFB and will be escorted while conducting the site visit.

Evaluation Critria is IAW 52.212-2 adendum.

Background
The New Hampshire Air National Guard is seeking to enhance base safety through the upgrade of the High-Power Speaker Array (HPSA) at Pease Air Force Base. This project involves replacing the existing ATI HPSS16 siren system with a new Siren Mass Notification System that is compatible with Monaco’s D-21 Emergency Management System. The goal of this contract is to ensure effective communication and safety measures are in place at the base.

Work Details
The contractor will be responsible for the removal and installation of new Mass Notification Equipment to four existing High-Power Speaker Arrays (HPSA). Specific tasks include:

1. HPSA 1 (B153): Remove existing equipment from the pole and install new mass notification equipment and speaker arrays, including constructing a line power feed in RGS conduit from a circuit in B153.

2. HPSA 2 (B166): Remove existing equipment from the pole and install new mass notification equipment and speaker arrays, including constructing a line power feed in RGS conduit from a circuit in B166.

3. HPSA 3 (B257): Remove existing equipment from the pole and install new mass notification equipment and speaker arrays, including constructing a line power feed in RGS conduit from a generator-backed circuit in B257.

4. HPSA 4 (B245): Remove existing equipment from the pole and install new mass notification equipment and speaker arrays, including constructing a line power feed in RGS conduit from a generator-backed circuit in B245. The contractor must ensure compliance with all Federal, State, and local codes, coordinate Dig Safe prior to work, and conduct a pre-work meeting to review design plans.
