High-Power Millimeter-Wave (MMW) Upconverter Modules

Background
The Department of the Air Force, specifically the Air Force Test Center (AFTC) located at Eglin AFB, FL, is seeking to procure high-power millimeter-wave (MMW) upconverter modules for the Radio Frequency (RF) Projection subsystem of the Advanced Multispectral Development (AMD) program.

The contract is intended to be awarded on a sole-source basis to Kratos Microwave, Inc., which is located at 5870 Hellyer Ave, Suite 70 San Jose, CA 95138. This decision is justified under the statutory authority of 10 U.S.C. 3204(a)(1), indicating that only one responsible source can meet the agency's requirements due to specific technical needs and existing infrastructure compatibility.

Work Details
The contract requires the procurement of a total of 202 non-commercial high-power millimeter-wave (MMW) upconverter modules. This includes:
- 192 units of Kratos part number N26-7053
- 10 units of Kratos part number N26-7054

These upconverters must receive an electronic signal at an Intermediate Frequency (IF) ranging from 8.5 to 11.5 GHz and convert it to a higher RF frequency in the Ka-band, specifically between 33.0 to 36.0 GHz. The modules must provide a minimum output power of 28 dBm and maintain a gain flatness of ± 1.25 dB.

Bidders must demonstrate their capability to provide a 'drop-in' component that meets exact performance specifications and physical connector requirements (WR-22 output, SMA-F input). They must also show seamless integration capability with the existing Guided Weapons Evaluation Facility (GWEF) software and hardware architecture without requiring additional Non-Recurring Engineering (NRE) or system re-validation.
