Background
The solicitation, RFP N0017324RGA01, is a Total Small Business Set-Aside in accordance with Subpart 19.5. The contract is for High Power Electromagnetic Systems Development, Application, and Test. The Naval Research Laboratory (NRL) in Washington, DC, Code 5740 is responsible for performing R&D on the prototyping and management of projects related to electromagnetic systems (DE R&D and ECM systems) for the US Navy. The primary mission of the NRL Surface Electronic Warfare Systems Branch is to plan, guide, and conduct research that provides the technology base necessary for the development and effective utilization of shipboard electronic warfare (EW) systems.

Work Details
The services to be performed include comprehensive Directed Energy (DE) Research and Development, Testing, and Evaluation; comprehensive Electronic Attack (EA) Research and Development, Testing and Evaluation; High Power Electromagnetic (HPM) System Development; Directed Energy Source Development; Ultra Short Pulse Laser (USPL) System and Component Development; Ultra short Pulse Laser (USPL) Effects Research and Development; Directed Energy Analysis and Documentation.

Period of Performance
The ordering period is 60 months for each Contract Line Item Number (CLIN), with an effective date of the contract. Each task order will specify a period of performance.

Place of Performance
The primary place of performance will be the Naval Research Laboratory, 4555 Overlook Ave SW, Washington, DC 20375. Place of performance may differ by task order and will be specified at the task order level.
