COMBINED SYNOPSIS/SOLICITATION

This is a combined synopsis/solicitation for commercial items prepared in accordance with the procedures contained in FAR Part 12.6, Acquisition of Commercial Items, and FAR Part 13, Simplified Acquisition Procedures, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

The solicitation number is 1232SA25Q0771 is issued as a Request for Quotation (RFQ).

The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) Number 2025-05 dated 08/07/2025.

This solicitation is issued as SB SET ASIDE. The associated NAICS code is 334516 the small business size standard is 1,000.

System updates may lag policy updates. The Defense Priorities and Allocations System (DPAS) and assigned ratings are not applicable to this solicitation.

Background
The solicitation is issued by the Poultry Production and Product Safety Research Unit located in Fayetteville, AR. The purpose of this contract is to procure a high performance liquid chromatography (HPLC) system equipped with electrochemical and ultraviolet-visible detectors for the analytical quantification of neurochemicals and related monoamines.

This acquisition aligns with the agency's mission to enhance research capabilities in poultry production and product safety.

Work Details
The contract requires the delivery of one high performance liquid chromatography system with the following specifications:
- Equipped with a quaternary pump for multi-solvent blending, including ternary and quaternary gradients, with four solvent channels, a 400 microliter mixer, and an integrated vacuum degasser.
- A split-loop sampler with sample thermostatting (4 – 40°C), injection volume of 0.010 – 100µL, a 25µL sample loop, biocompatible injection valve, and four segments for vial racks.
- A column compartment with thermostatting (5 – 85°C), still and forced air modes, active and passive pre-heating options, and two slots for columns (max length 300mm).
- A diode array detector with up to 250Hz data rate (including 3D acquisition), maximum ten ultraviolet channels, UV and Vis lamps (190-800nm).
- Base module with solvent rack, system tubing for one column flow path with one active pre-heater and one passive pre-heater.
- Flow cell specifications: seven mm light path length, 2.5µL flow cell volume made of titanium, capable of operating at post-column pressures up to 120 bar.
- Instrument controller allowing 3D data acquisition; onsite installation support and training included.
- C18+ column (50mm) required along with extended warranties on core components including the column compartment, split sampler, diode array detector, and quaternary pump.
- An electrochemical detector featuring adjustable working volume (0-300nL), total cell volume (0.5mL), various working electrodes (glassy carbon, silver, gold, platinum), reference electrode (salt bridge silver/silver chloride), auxiliary electrode (stainless steel), maximum post-column pressure of five bar or seventy-three psi.
