**18 OCT 2024 The Science and Technology (S&T) Protection requirements found in HELMSSMAN call for proposals, attachment RX_24_00 1A HELMSSMAN 2.6 2.6.3 are hereby required. As a result, the proposal submittal shall include the documents/information requested herein DUE no later than 25 OCTOBER 2024, 4:00pm, Wright Patterson AFB, OH, local time.

S&T Requirements: Please see NEW Attachment, Solicitation Language for Security Risk Review AFRLI 61-113 for S&T Protection proposal submission details. Note, offerors must complete/submit the NEW Attachment 13, Privacy Act Statement, NEW Attachment 14, Research and Related Key Person Worksheet, NEW Attachment 15, Security Program Questionnaire and adhere to NEW Contract Data Requirements List (CDRLs) reporting requirements, Attachment 16, CDRL Security Plan and Attachment 17, CDRL Senior Key Person Profile with the proposal submission. **The S&T required information herein will NOT count against the proposal page limitations outlined in the RX_24_001A HELMSSMAN Call for Proposals.

NEW submission requirements: Due to the sensitivity of proposal information offerors shall utilize DoD SAFE: Offerors shall send an email to the MAA Mailbox, AFRL.RX.MAA@us.af.mil no later than 24 OCTOBER 2024, 4:00pm, Wright Patterson AFB, OH, local time (day before proposal due date) and provide an email that the USG can Request a Drop-off for proposals via DoD SAFE. You will then receive an automated email from DoD SAFE with instructions for how to upload your proposal files. Please add the MAA mailbox, AFRL.RX.MAA@us.af.mil as an additional recipient when your proposal files are uploaded.

**17 OCT 2024 - Due to a recent update in requirements the call will be amended in the next 24-48hrs with a new proposal due date and instructions for submission of new requirments. Please DO NOT submit proposals on 18 OCT 2024. The USG does not anticipate that the new proposal due date will go beyond 25 OCT 2024. Please monitor this call closely for further instructions and details in regard to addtional requirements and due date. .

Background
The Air Force Research Laboratory, Materials and Manufacturing Directorate (AFRL/RX) is soliciting proposals for the High-Performance Electromagnetic Spectrum Survivable Materials Advancement (HELMSSMAN) program. The primary objective of this program is to research, assess, develop, test, evaluate, prototype, demonstrate, and transition technologies that support Advanced Development Vision Protection Materials and Materials for Electromagnetic Spectrum (EMS) Resilience.

Work Details
The contractor will be responsible for the following tasks:

1. Disclosure of Information: Provide copies of information to be released at least 50 days prior to the scheduled release date to designated personnel at AFRL.

2. Packaging and Marking: All hardware deliverables must be packaged according to established commercial practices. Special handling instructions must be clearly marked on all boxes/crates.

3. Base Support: The contractor may receive base support on a rent-free basis from Air Force installations where the contract work will be performed. This includes government-controlled working space, materials, equipment, and services. The contractor must report any inadequacies or nonavailability of support immediately.

4. Contracting Monitor for Sensitive Compartmented Information Security Administration: Jack McKee will serve as the CM for SCI Security Administration.

Place of Performance
The contract work will primarily take place at Wright-Patterson AFB, OH.
