The U.S. Army Corps of Engineers, Engineer Research and Development Center request for proposal (RFP) to provide Cyber Security Support Services for the High Performance Computing Modernization Program (HPCMP). THIS IS A SOLICITATION NOTICE, OFFER OR PROPOSALS WILL BE ACCEPTED FOR THIS NOTICE. This solicitation will be an 8(a) competitive set aside procurement. Any resulting contract will be firm-fixed priced. Access to the solicitation documents will be through a link on the Procurement Integrated Enterprise Environment (PIEE) Solicitation Module (https://piee.eb.mil). Use the solicitation number to Search any future amendments to the solicitation will be announced in the PIEE website. PIEE Solicitation URL: https://piee.eb.mil/sol/xhtml/unauth/search/oppMgmtLink.xhtml?solNo=W912HZ22R0007. This project is contingent on the availability of funds. If the project is cancelled, all proposal preparation costs will be borne by the offeror. All offerors are advised that they must be registered in SAM (https://www.sam.gov/) in order to receive an award. Joint ventures must be registered in SAM.gov. Offerors are advised to begin this process when they prepare their proposal to ensure registration is in place should they be selected for award. The contractor will provide the necessary expertise to provide engineering, design and development of tools and processes through the examination and establishment of new methods for cybersecurity deterrence, protection, detection, and adaptation using advanced cybersecurity assessment techniques, as well as to provide services for the evaluation of large-scale cyber data sets using advanced and predictive analytics.

Background
The U.S. Army Corps of Engineers, Engineer Research and Development Center (ERDC) is issuing a request for proposal (RFP) for Cyber Security Support Services under the High Performance Computing Modernization Program (HPCMP).

The mission of the HPCMP is to protect, monitor, analyze, detect, and respond to unauthorized activities within Department of Defense (DoD) information systems and networks. The ERDC IT Laboratory serves as the Executive Agent for the DoD HPCMP, which operates as a Tier 1 Cybersecurity Service Provider (CSSP) for the DREN and SDREN networks. This contract aims to enhance cybersecurity measures through advanced assessment techniques and predictive analytics.

Work Details
The contractor will provide engineering, design, and development of cybersecurity tools and processes. Key tasks include:
- Protecting and supporting networks and information systems on DREN and SDREN.
- Performing cybersecurity functions including monitoring, analysis, detection, response, and sustainment.
- Managing intrusion detection alerts with specified response times: critical alerts within 15 minutes; high alerts within 30 minutes; medium alerts within 45 minutes; low alerts within one hour.
- Conducting vulnerability assessments and ensuring compliance with DoD security standards.
- Providing on-call support during non-core hours for urgent cybersecurity events.
- Developing training programs for personnel to ensure they are equipped to handle cybersecurity tasks effectively.

Period of Performance
The contract will have a base period of one year with four additional one-year options and a six-month extension option.

Place of Performance
The work will be performed at various locations associated with the HPCMP, primarily focusing on the Defense Research Engineering Network (DREN) and Secret DREN (SDREN).
