Background
The United States Department of Agriculture (USDA) is issuing this solicitation for the construction of high-game fencing as part of the Cattle Fever Tick Eradication Program (CFTEP). This program aims to control the spread of Cattle Fever Ticks (CFT), which can infect cattle and negatively impact the cattle business. The project is crucial in preventing access of CFT host wildlife, such as white-tailed deer and nilgai antelope, into tick-free areas, thereby protecting local ranches. The contract is set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB).

Work Details
The contractor will be responsible for constructing high-game fencing that is a minimum of 8 feet high along various locations in Cameron and Starr Counties, Texas. The work includes:

1) Meeting with the Contracting Officer or designated representative to understand project scope and address any unclear items;

2) Furnishing all necessary materials (woven wire fences, gates, posts, braces, fittings, concrete, bonding jumpers, etc.), labor, and equipment for project completion;

3) Submitting Requests for Information (RFI) prior to construction with a tracking number;

4) Maintaining Safety Data Sheets (SDS) for all materials used during installation;

5) Verifying and locating all potential safety hazards and existing utilities before digging;

6) Ensuring no hole or trench remains uncovered overnight;

7) Documenting any utilities not identified on survey drawings and assuming responsibility for any damage resulting from failure to identify site utilities.

Period of Performance
The contractor is required to commence work within 10 calendar days after receiving the notice to proceed and must complete the entire work ready for use within one year after the notice to proceed.
