REQUEST FOR INFORMATION (RFI)

Procurement Office: The Mission and Installation Contracting Command (MICC), Yuma Proving Ground (MICC-YPG), is currently conducting market research to attempt to bolster government and industry coordination and partnership in supporting the Metrology and Simulation Division at the United States Army Yuma Proving Ground (USAYPG), AZ. This RFI is being issued to inquire about biannual maintenance, calibration, support, and unscheduled repairs of the High Energy X-ray and Imaging System (HEXIS) located at the US Army, Yuma Proving Ground.

The system consists of a VJ Technologies (VJT) designed and built 5-axis pit-manipulator, VI3 control console operating with VJT software, computed tomography (CT) imaging console, VJT designed and manufactured 4-axis collimator, linear accelerator (LINAC), and Digital Detector Arrays (DDAs). The HEXIS includes all of the necessary hardware and software (developed by VJT) for full integration with the LINAC and multiple CT-grade DDAs. The HEXIS utilizes customized software for part manipulation, image acquisition, viewing, CT imaging, and archiving; and calibration of the DDAs. Images are DICONDE compliant and the HEXIS handshakes with and pushes data to YPG's existing Waygate Technologies image review and archiving stations. This HEXIS is also capable of acquiring images when using non-integrated YPG X-ray generators.

Metrology and Simulation Division requires a contractor with the appropriate knowledge and understanding of these systems and software (specifically designed for YPG's application) to service them regularly and be available for emergency repairs. Failure to maintain and support these services will result in test delays in the event of equipment malfunction.

THIS REQUEST FOR INFORMATION (RFI) is solely for information and planning purposes. It does not constitute a Request for Quote (RFQ) or a promise to issue an RFQ in the future. Further, MICC is not at this time seeking proposals and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense.

The Government is interested in any input from the industry as well as questions regarding the requirement. We encourage all small businesses, in all socioeconomic categories (including, 8(a) Business Development Program, Small Disadvantage Business, Historically Underutilized Business Zone, Service-Disabled Veteran-Owned, Women-Owned Small Business concerns), to identify their capabilities in meeting the requirement at a fair market price.

INFORMATION: Proposed item to be supplied is anticipated to be classified under the following North American Industry Classification (NAICS) 811210 Electronic and Precision Equipment Repair and Maintenance, which was considered and selected as it comprises of establishments primarily engaged in repairing and maintaining one or more of the following: (1) consumer electronic equipment; (2) computers; (3) office machines; (4) communication equipment; and (5) other electronic and precision equipment and instruments, without retailing these products as new. The assignments undertaken by these establishments may involve any of the following activities: microscopes, radar and sonar equipment, televisions, stereos, video recorders, computers, fax machines, photocopying machines, two-way radios, cellular telephones, and other communications equipment, scientific instruments, and medical equipment. The associated SBA size standard for the referenced NAICS is $34 million dollars.

Background
The Mission and Installation Contracting Command (MICC), Yuma Proving Ground (MICC-YPG) is conducting market research to enhance coordination and partnership between government and industry in support of the Metrology and Simulation Division at the United States Army Yuma Proving Ground (USAYPG), AZ. This Request for Information (RFI) seeks input regarding biannual maintenance, calibration, support, and unscheduled repairs of the High Energy X-ray and Imaging System (HEXIS) located at US Army, Yuma Proving Ground.

Work Details
The contractor will be responsible for:

1. Maintaining and calibrating the High Energy Imaging X-ray Systems located at YPG for investigative and safety applications.

2. Calibrating the M6A Linatron, Heavy Manipulation Table, control systems, and software used in support of sub-systems integration and peripherals of the VJT installed primary system.

The contractor must have appropriate knowledge of these systems and software specifically designed for YPG’s application to ensure regular servicing and availability for emergency repairs. Failure to maintain these services could lead to test delays due to equipment malfunctions.

Period of Performance
The contract will be performed on a biannual basis as specified in the maintenance requirements.

Place of Performance
The work will be performed at the Radiography Facility, Building 3493 Kofa Firing Range (KFR), Yuma Proving Ground (YPG).
