Description

This Solicitation is being posted to the Contract Opportunities located at https://beta.sam.gov. It is understood that this is the single point of entry for posting of synopsis and solicitations to the Internet.

The Naval Surface Warfare Center, Dahlgren Division (NSWCDD) intends to solicit and negotiate on a Sole Source an Indefinite Delivery Indefinite Quantity (ID/IQ) contract with MZA Associates Corporation, 4900 Lang Ave NE, Suite 100, Albuquerque, NM. A Cost-Plus-Fixed-Fee ID/IQ contract is anticipated over a 60-month period.

This procurement is required to support the AC-130J High Energy Laser (AHEL) prototype demonstrator. MZA Associates Corporation will provide technical services on the first Beam Control Systems (BCS) during integration, test, validation, and demonstration events. MZA Associates Corporation shall provide technical and subject matter expert services for the purposes of repairs, supporting technical roles during integration and demonstration events, and upgrades of the existing BCS. Contractor support shall also accompany any upgraded or revised BCS. This will facilitate new technology integration, testing, maintenance, repair parts and upgrades to support the fleet integration and testing requirements within AHEL BMS. MZA Associates Corporation shall provide system upgrades, repairs, travel and technical services throughout the life of the contract. MZA is the Original Equipment Manufacturer (OEM) of the BCS currently utilized by the project. MZA does not have any authorized or responsible parties that repair their BCS, and NSWCDD engineers do not have the proprietary knowledge or expertise to work on this system without direct assistance from the OEM and without risk of damages to the direct system and other subsequent systems dependent on the BCS. No other product would meet the form/fit/function required to successfully integrate the laser system into the AC-130. In addition, MZA is the only entity that has the highly specialized technical knowledge base to provide upgrades and repairs to existing fielded equipment.

Responses must be received no later than 12:00 pm EST on Monday, 07 December 2020 as noted in Block 9 of the Solicitation SF33 as well as via e-mail to Ms. Felicidad Morgan, felicidad.morgan1@navy.mil. Proposals shall reference "Solicitation Number N00178-21-R-4404" in subject line. Proposals received after that time may not be considered for award.

Electronic responses must be in Microsoft Word or Adobe Acrobat formats and the font size shall not be smaller than 10 point.

NOTE: This Solicitation is NOT a request for competitive proposals. The Government intends to solicit and negotiate with only one source. However, in accordance with FAR 5.207(c)(16), all responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency.
