Description

The Sources and Detectors Group of the Physical Measurement Laboratory at NIST requires the purchase of large-area silicon photodiodes (detectors of optical radiation). This technology has a decades-long legacy and has been successfully deployed for the US Department of Defense and US Industry. The composition of the diodes is known in the art to be very high efficiency for the application (calibration). The photodiodes are a custom requirement because they are packaged to achieve the optimum optical efficiency for the application.

Please review the attached Statement of Work and Specifications Document for specific details as all quotes must meet all Governmental requirements. The purpose of this notice is to identify organizations capable of providing the necessary items and meeting the minimum contractor qualifications.

This announcement is not a Request for Proposals or Quotes (RFP/RFQ) and does not commit the Government to award a contract now or in the future. The information contained in this notice is DRAFT only and, as such, is subject to change prior to the issuance of a solicitation. No solicitation is available currently.

After the results of this market research are obtained and analyzed, NIST may conduct a competitive or non-competitive procurement and subsequently award a contract. NIST will use the results of this sources-sought notice to determine whether to proceed on a sole-source basis or competitively if it is determined that other vendors could potentially meet NIST's needs.

This requirement is assigned a NAICS code of 334413, Semiconductor and Related Device Manufacturing, with a small business size standard of 1,250 employees.

Interested business organizations that believe they can meet the requirements should submit electronic copies of their capability statement. Please limit responses to four (4) pages or less. Responses should include the following information:

  1. Name of the company that will provide the product(s).
  2. Name of the company that will manufacture the product.
  3. County of origin or manufacture of the product.
  4. Business status of the organization.
  5. Spec/data sheets and examples of products that meet the specifications that demonstrate experience in meeting the requirements of this procurement.
  6. Typical lead time to deliver the product after receipt of order
  7. Any other relevant information that is not listed above that the Government should consider in developing its minimum specifications and finalizing its market research.

Any proprietary information should be so marked. The written capability statement should be received by the Contract Specialist, Lisa Stevens, via email at lisa.stevens@nist.gov no later than the date and time posted in this notice. No quotes will be accepted at this time and will not be considered.

Background

This technology has a long-standing legacy and has been successfully deployed for the US Department of Defense and US Industry. The diodes are known for their high efficiency in calibration applications and are custom-packaged to achieve optimum optical efficiency.

The contract aims to support NIST's calibration services for international comparisons, internal and external customers, and basic research.

Work Details
The contract involves the purchase of high-efficiency silicon photodiodes on a custom silicon carrier.

Specific tasks include:
1. Non-recurring engineering to design ceramic carriers with appropriate dimensions;
2. Metallization of the carrier (depositing metal pads);
3. Mounting and bonding photodiodes to the carrier;
4. Wire bonding diodes to carrier pads;
5. Potting wire bonds (insulating wires);
6. Packaging for safe shipping.

Engineering drawings will be confirmed by NIST before fabrication, and performance tests will include measuring physical dimensions, spectral responsivity, and external quantum efficiency.

Period of Performance
Six months after receipt of order.
