Hi-Kealia Pond NWR-Asphalt Maintenance

Background
The contract is issued by the U.S. Fish and Wildlife Service (FWS) for maintenance services at the Kealia Pond National Wildlife Refuge. The mission of the FWS is to conserve, protect, and enhance fish, wildlife, and plants and their habitats for the continuing benefit of the American people. The goal of this contract is to ensure proper asphalt maintenance at the refuge to support its operational needs.

Work Details
The contractor will be responsible for performing asphalt maintenance services which include but are not limited to: repairing potholes, sealing cracks, resurfacing existing asphalt, and ensuring proper drainage.

The contractor must demonstrate technical experience in asphalt maintenance services that align with the size and location of the current requirement. Proposals must include a detailed management plan identifying key personnel and any subcontractors involved in the project. Additionally, bidders are required to provide three examples of past performance on similar projects, including details such as project names, addresses, issuing agencies, contract numbers, completion dates, scope descriptions, and references.

Period of Performance
The contract will be performed over a specified period starting from July 1, 2026, with an offer due date of July 13, 2026.

Place of Performance
Kealia Pond National Wildlife Refuge.

Bidder Requirements
This solicitation is set aside for small businesses (100% Small Business Set Aside). Bidders must possess valid contractor licenses relevant to asphalt maintenance and may need to provide bid/payment/performance bonds.

Offerors are encouraged to conduct a site visit prior to bidding to assess local conditions affecting performance costs.
