Description

The Department of Health and Human Services (HHS), through the General Services Administration (GSA), is conducting market research to support the National Library of Medicine (NLM) under the National Institutes of Health (NIH). The NLM's mission is to advance medical and related sciences by disseminating scientific information critical to medicine and public health. Since its inception in 1836, NLM has established itself as a pivotal entity in translating biomedical research into practice, serving as the world's largest biomedical library. Its extensive online resources are accessed over a billion times each year by scientists, health professionals, and the public worldwide.

The focus of this solicitation is on the User Services and Collection Division (USCD) within NLM, which plays a crucial role in supporting its mission through three main functions: Collecting, Curating, and Connecting. USCD engages in selecting, acquiring, preserving biomedical collections; cataloging, indexing, processing data; and delivering valuable information services globally. The division's strategic plan aims for resilience against future challenges while expanding biomedical research data to improve health outcomes.

The objective of this request for information (RFI) is to acquire professional services that will provide highly qualified staff on an as-needed basis. These services are vital for maintaining USCD's core functions while addressing emerging needs with innovative solutions across its four branches and the Office of the Director. The required support includes project management, subject matter expertise, organizational analysis, change management, knowledge management, communications support for cross-NLM initiatives as well as strategic implementation support.

Interested vendors are invited to submit their capabilities along with responses to specific technical questions that address their approach to rapidly responding to emerging requirements. Vendors should also describe their strategies for staffing highly skilled personnel for federal engagements and provide examples of innovative solutions they have implemented in similar federal contracts. This RFI seeks vendors who can demonstrate experience with similar federal requirements while highlighting measurable success outcomes from past projects.
