HHS - Tribal Injury Prevention Cooperative Agreement Pro - MRAS

The Department of Health and Human Services (HHS), in collaboration with the General Services Administration (GSA), is conducting market research to identify potential contractors for the Tribal Injury Prevention Cooperative Agreement Program (TIPCAP) Evaluation Advisory Contract. This initiative is managed by the Indian Health Service (IHS) under the Division of Environmental Health Services (DEHS). The primary goal of this contract is to enhance the capacity and sustainability of injury prevention programs among American Indian and Alaska Native Tribes. The contract seeks to ensure that comprehensive, culturally appropriate health services are accessible to these communities, thereby promoting their physical, mental, social, and spiritual well-being.

The work involves providing professional oversight and technical expertise for up to 30 Tribal Injury Prevention Cooperative Agreements. These are divided into 15 Part I Injury Prevention Programs and 15 Part II Injury Prevention Projects across 12 IHS Areas. The advisory contractor will be responsible for guiding program planning, development, implementation, evaluation, training, and resource development. This role requires extensive communication and cooperation with tribal programs to deliver high-quality performance in sustaining their injury prevention initiatives.

The TIPCAP Evaluation Advisory Contract aims to build capacity within tribal communities through substantial involvement from both federal agencies and tribal entities. This involvement includes providing technical assistance through conference calls, site visits, training sessions, and annual workshops dedicated to injury prevention. Additionally, the contractor will facilitate document sharing and communication among tribal programs using a web-based service designed for resource sharing.
