HHS - Technical Assistance and Logistics Support - MRAS

The Department of Health and Human Services (HHS), through the General Services Administration (GSA), is conducting market research to support the Office of Population Affairs (OPA). The OPA plays a crucial role in advancing health outcomes and adolescent wellbeing by administering key programs such as the Title X family planning program, the Teen Pregnancy Prevention Program, and the Embryo Adoption Awareness program. These initiatives are designed to provide high-quality clinical services, support evidence-based programs, and engage communities to inform policy decisions. OPA also advises senior health officials on a variety of population health issues.

The primary objective of this contract is to deliver technical assistance and logistics services that will bolster OPA's efforts in managing its extensive network of approximately 170 grantee organizations across the United States. This involves securing experts in administrative, clinical, and fiscal aspects related to Title X program requirements. These experts will conduct comprehensive 5-day compliance monitoring visits with about 20 Title X grantees over a 15-month period. Such visits are essential for ensuring that these organizations meet federal requirements while maximizing their impact on community health outcomes.

In addition to compliance monitoring, the contract encompasses data collection, analysis, and reporting responsibilities focused on assessing the performance and impact of both the Embryo Adoption Awareness program and all OPA grantees. This effort aims to evaluate grantee satisfaction levels and pinpoint areas where improvements can be made within OPA's operational framework. Furthermore, smaller-scale training sessions will be provided under this contract to enhance skill-building among grantees, thereby strengthening their capacity to deliver effective services.
