HHS - Professional Support Services - MRAS

The U.S. General Services Administration (GSA), on behalf of the Department of Health and Human Services (HHS), is conducting market research to identify capabilities related to professional support services for the National Institutes of Health's (NIH) Office of Science Policy (OSP). The NIH, as a leading federal biomedical research institution, encompasses 27 Institutes and Centers and operates with an annual budget exceeding $30 billion. The NIH is responsible for advancing biomedical research and ensuring that scientific discoveries are swiftly translated into new diagnostic, treatment, and preventive measures for diseases.

The Office of Science Policy plays a crucial role in shaping research policies across various domains within the NIH's broad spectrum of basic, clinical, and translational research. This office advises top NIH officials on emerging science policy issues impacting biomedical research. It also contributes to legislative, budgetary, and strategic planning activities at NIH. With an operational budget over $12 million annually, OSP manages a team of approximately 70 professionals who specialize in science policy analysis, development, evaluation, and reporting.

The work being requested involves contractor support for OSP's diverse responsibilities. These include developing policies related to biosafety and biosecurity, scientific data sharing, technology transfer, innovation policy, clinical research policy, among others. The contractor will assist in implementing these policies effectively while ensuring they align with national healthcare delivery goals both domestically and internationally. As OSP navigates new congressional mandates and evolving information technologies within an expanding global community role, acquiring external expertise becomes essential to maintain leadership in science policy development.
