Description

The Department of Health and Human Services (HHS), through the General Services Administration (GSA), is conducting market research to enhance its Office of Minority Health (OMH). The primary goal of this initiative is to bolster OMH's capabilities in systematically collecting, analyzing, evaluating, and disseminating performance and evaluation information across its various programs, initiatives, and non-grant activities. This endeavor aims to improve the department's communication practices, particularly in engaging communities with limited English proficiency. By doing so, it seeks to meet the requirements outlined in the 2026 Congressional Joint Explanatory Statement. Ultimately, this effort will expand OMH's evidence base, support data-driven decision-making processes, align with federal health priorities, and advance minority health improvement efforts.

The scope of work involves designing and implementing a comprehensive Performance & Evaluation Framework (PEFrame) that supports enterprise-wide performance measurement activities within OMH. The contractor will be responsible for developing tools, templates, and methodological guidance that foster consistency and quality in evaluation reporting. Additionally, the contractor will provide expert support for OMH's evaluation activities alongside interagency partners such as the Office of the Surgeon General (OSG), focusing on public health behaviors affecting populations with limited service access.

Key objectives include establishing a standardized framework for evaluation and performance measurement applicable across all OMH programs; collecting and synthesizing performance data; conducting various evaluations including outcome assessments; strengthening capacity through training; analyzing best practices; supporting interagency collaborations; and evaluating language access services. The contractor will also assess the quality of communication strategies targeting Limited English Proficiency communities across multiple platforms while ensuring compliance with federal guidelines.
