Description

On behalf of the Department of Health and Human Services (HHS), the General Services Administration (GSA) is conducting market research to identify qualified vendors capable of delivering a comprehensive Occupational Health and Clinical Services program. This initiative aims to support the onboarding, operational readiness, and continuous medical surveillance of Criminal Investigators and Special Agents, classified under OPM Job Series 1811, as well as the broader federal workforce. Given the demanding nature of their roles, which include executing high-risk search warrants and conducting arrests in physically challenging environments, it is imperative that these professionals maintain peak physical and psychological health.

The Federal Government seeks a contractor with a robust infrastructure capable of providing nationwide coverage through a network of credentialed clinics. The primary focus is on ensuring timely access to medical services within 50 miles or a 1-hour drive for agents stationed in remote locations. The contractor will be responsible for managing all aspects of appointment scheduling and patient tracking to meet established Service Level Agreements (SLAs). Additionally, comprehensive pre-employment baseline medical examinations are required, including standardized psychological assessments administered by board-certified clinical psychologists specializing in law enforcement evaluations.

The scope of work includes conducting initial respiratory medical evaluations for specialized tactical equipment use, administering a comprehensive clinical battery involving full physical exams, vision tests, TB skin tests, industrial toxicology assessments, EKGs, and employability case reviews. Furthermore, specialized law enforcement psychological evaluations must be performed by credentialed specialists with documented experience in fitness-for-duty assessments. The contractor will also provide annual fit-for-duty exams tailored to agency-specific standards while implementing hearing conservation programs to protect auditory health.

In addition to routine evaluations and testing, the program requires complex case management through expert physician consultations. This involves reviewing intricate clinical cases and making legally defensible fit-for-duty recommendations. The contractor will also manage return-to-work clearances following significant injuries or exposures. Through this solicitation process conducted by GSA on behalf of HHS, the government aims to establish a reliable partnership with a capable vendor who can ensure that federal law enforcement personnel receive consistent and high-quality occupational health services across all states.
