Background
The Office of Criminal Investigations (OCI) is the law enforcement arm of the Food & Drug Administration (FDA), responsible for investigating suspected criminal violations of federal statutes including the Federal Food, Drug, and Cosmetic Act and the Federal Anti-Tampering Act.

The Investigative Analysis Branch (IAB) supports these investigations by researching resources to validate and corroborate data obtained during criminal investigations.

Work Details
FDA/OCI requires access to a secure database (West Publishing Clear OR EQUAL) for public, commercial, and law enforcement records across all city, county, state, and federal records in the United States. The database must have the following functional characteristics:
- Secure access via a hypertext transfer protocol secure web-based interface limited to authorized users.
- Queries from FDA/OCI end users must be cloaked from the Contractor to protect investigation sensitivity.
- Reports must be collected and collated to provide an overview of entities of interest.

Specific functionalities include:
- Reverse searches for residential/commercial landline numbers, cell phone numbers, VoIP numbers in the U.S. and Canada.
- Person search based on name combinations, SSN, age range, date of birth, address details.
- Credit reporting with current credit header information from TransUnion, Equifax, and Experian.
- Searches for people at work based on employment relationships.
- Batch person searches for multiple subjects.
- Death records search nationwide.
- Email records search including reverse search capabilities.
- Social media monitoring across platforms like Facebook, Twitter, YouTube, etc., with results including names, emails, usernames, photos, hashtags, and phone numbers.

Bidder Requirements
Bidders must meet specific requirements including performance compatibility with existing FDA environments without application changes or redevelopment. The award will go to the lowest price vendor that meets all salient functional characteristics detailed in the performance work statement. Past performance will be reviewed through the Past Performance Information Retrieval System (PPIRS) to evaluate performance risk; negative past performance may lead to disqualification.
