Description

The Department of Health and Human Services (HHS), in collaboration with the General Services Administration (GSA), is conducting market research to support the modernization of the NIH Common Data Element (CDE) Repository. This initiative is spearheaded by the National Library of Medicine (NLM) and aims to enhance the efficiency and effectiveness of CDE submission, review, endorsement, and adoption processes. The overarching goal is to improve data quality, interoperability, reuse, and secondary analysis across NIH-funded research programs while minimizing duplication of effort.

The work being requested involves a comprehensive overhaul of current processes related to the NIH CDE Repository. The contractor will be tasked with providing a range of professional services including scientific review, data science expertise, software development, analytics capabilities, user engagement strategies, and program management support. A key component of this project is to streamline CDE endorsement throughput by establishing measurable criteria for endorsement and automating review workflows. Additionally, there will be a focus on enhancing transparency through performance monitoring tools and developing new features for the CDE Repository.

Currently, the NIH CDE Governance Committee relies on manual processes for reviewing candidate CDEs which has resulted in significant backlogs due to increased submissions driven by Congressional mandates and NIH initiatives. This solicitation seeks to address these challenges by transitioning from a volunteer-based review system to one that incorporates structured scientific reviews supported by automation-assisted workflows. Such improvements are expected to boost consistency in reviews while significantly increasing throughput.

Moreover, this modernization effort proposes shifting from a Governance Committee model to a Steering Committee model where strategic oversight is provided by NIH leadership. This change aims at empowering dedicated NLM staff within the CDE Repository team to execute endorsements more efficiently. Through these enhancements including updated endorsement criteria and advanced reviewer tools it is anticipated that scientific progress will be accelerated as endorsed CDEs become more readily available for integration into NIH-funded research projects.
