The National Institute of Environmental Health Sciences (NIEHS) is seeking pathology support services for its research programs. The purpose of this contract is to provide a variety of pathology support services, including pathology evaluation and peer review, necropsy, histology, immunohistochemistry, publication support, and outreach. The contractor will be responsible for providing qualified personnel, procedures, materials, equipment, and facilities necessary to perform these services. The contract will be non-personal in nature, and the personnel will not be subject to the supervision and control usually prevailing in relationships between the government and its employees.

The contractor will provide a broad range of pathology support for studies conducted by the NIEHS Division of Translational Toxicology (DTT) Contract Research Organizations (CROs) and in-house investigators. This support includes peer review and assessment of pathology evaluations, histopathological interpretation, histology, specialized procedures and emerging technologies, preparation of material for publication and outreach, and support for NIEHS Core laboratories. The contractor will also provide comprehensive pathology support in various capability areas such as pathology evaluation and peer review, necropsy, histology, immunohistochemistry, publication support and outreach, global toxicologic pathology training program support, and imaging sciences.

The timeframe of the acquisition is not specified in the statement of work. The place of performance/delivery will primarily be at the National Institute of Environmental Health Sciences (NIEHS) facilities. The contractor may also be required to perform some services remotely or at other designated laboratories as needed. Notable requirements include compliance with regulations and specifications related to necropsy and histology procedures, adherence to Society of Toxicologic Pathology guidelines for nomenclature and diagnostic criteria, compliance with Good Laboratory Practice regulations for non-clinical laboratory studies when required by specific research outlines or the Contracting Officer's Representative (COR), and adherence to IT security standards.
