HHS NIH - OAR IT Contract Recompete - MRAS

The Department of Health and Human Services (HHS), through the General Services Administration (GSA), is conducting market research to identify potential contractors capable of providing comprehensive IT systems and application development support for the National Institutes of Health's Office of AIDS Research (NIH/DPCPSI/OAR). This initiative is part of an effort to maintain and enhance mission-critical information systems that support HIV/AIDS research planning, budget coordination, portfolio analysis, reporting, and collaboration across various NIH Institutes and Centers. The overarching goal is to ensure these systems remain operational, secure, modernized, compliant, available, supportable, and well-documented.

The contract will be a Firm-Fixed Price (FFP) agreement with a period of performance consisting of a base year plus four option years. The primary services requested include application operations and maintenance; software development and modernization; system and data integration; cloud and hybrid infrastructure support; security compliance support; documentation; training; end-user support; and transition services. The contractor will be tasked with delivering defined performance outcomes rather than focusing on staffing levels or labor hours.

Specific tasks under this contract will involve ensuring system availability with a minimum uptime of 99.5% monthly for production systems, responding to critical incidents within four business hours, maintaining Section 508 compliance for accessibility prior to acceptance, ensuring no unresolved high-risk security findings beyond 30 days, and providing complete documentation. Program management will also play a crucial role in coordinating all aspects of contract performance through effective risk identification and mitigation strategies.

Furthermore, the contractor must align all activities with NIH standards for security and accessibility while supporting accurate data integration for reliable analytics. They are also required to work within NIH-approved cloud environments without independently procuring or operating infrastructure. All deliverables must meet approved requirements without major deficiencies to ensure seamless operations in supporting the critical mission of HIV/AIDS research at NIH.
