The National Institutes of Health (NIH), Office of Human Resources (OHR), Office of the Director is seeking to establish Blanket Purchase Agreements (BPAs) for Human Resource Support Services. The purpose of these BPAs is to streamline the process for acquiring experienced human resources personnel to support specific HR projects across the Office of Human Resources. The BPAs will be established under the Multiple Award Schedule (MAS) - Human Capital - Human Resources - Agency Human Capital Strategy, Policy, and Operations. The work to be acquired includes various human resources support services such as position management and classification, staffing/recruitment, employee benefits/retirement, employee/labor relations, personnel action processing and records/data management, workforce planning, HR management/consulting support, HR admin support, business process mapping, compensation and policy, and HR information systems. The period of performance for this BPA is a one-year base period with four one-year option periods. The target date for BPA establishment is August 2024.

The place of performance for this acquisition is primarily in the DC Metro area, specifically in Bethesda/Rockville. However, work may be required in any OHR location and remote work and telework schedules are at the discretion of the OHR Task Project Officer(s). The purchase agency is the National Institutes of Health (NIH), Office of Human Resources (OHR), Office of the Director.

It is notable that due to the shortage of Human Resource experienced employees within the entire Federal Government, there is a need for additional HR services to fulfill the agency's ongoing mission and support their customers. Contractors are encouraged to offer discounts from their currently awarded MAS prices in order to be considered for BPAs. Additionally, contractors must undergo a background check at their own expense to ensure protection of confidential material they will be exposed to. Travel costs associated with performance may be reimbursed in accordance with Federal Travel Regulations.

Overall, this opportunity provides contractors with the chance to support the Office of Human Resources in their mission to provide expert workforce management support and achieve their strategic human capital management goals.
