HHS NIH - Datawatch secure control access and monitoring contract - MRAS

On behalf of the Department of Health and Human Services (HHS), the General Services Administration (GSA) is conducting market research to support a new contract for secure control access and monitoring. This initiative falls under the purview of the National Institutes of Health (NIH) and aims to ensure that critical facilities and equipment are monitored effectively through a centralized system. The overarching goal is to maintain operational integrity and security across multiple sites using a proprietary system provided by Rees Scientific.

The scope of work for this contract involves installing 97 additional inputs and extending existing services covered under current contract number 75N95023P00455/P00002. The contract will be structured with a base year followed by four optional years, with an estimated base year cost of $182,820.15. The systems involved are designed to integrate seamlessly, allowing end users to manage multiple sites from one location efficiently. Due to the proprietary nature of the software and hardware required, only Rees Scientific is capable of providing these specialized services, ensuring compatibility with existing systems in terms of form, fit, and function.

Specific requirements for this project include qualifications for installers who must provide alarm point monitoring with 24-hour support, including door force/prop monitoring. Additionally, two UL-Listed central stations must offer continuous support throughout the year. The use of Datawatch's DirectAccess Interface is also specified, which enables activation, deactivation, deletion of cards, generation of history reports, all accessible online or via smartphone app.
