Description

```html
On behalf of the Department of Health and Human Services (HHS), the General Services Administration (GSA) is conducting market research to support the National Institute of Environmental Health Sciences (NIEHS) in acquiring a new Inventory Management System (IMS). The primary goal of this initiative is to replace the existing IBM Maximo-based system, which no longer meets current operational, technical, and cybersecurity requirements. The new system is expected to provide a modern, secure, and commercially supported solution that will serve as the authoritative system of record for inventory management, warehouse operations, and self-service point-of-sale transactions.
The work involved focuses on implementing a Commercial Off-the-Shelf (COTS) IMS that supports comprehensive inventory control, vendor and customer order management, receiving and issuing processes, financial accountability using Common Accounting Numbers (CAN), barcode-enabled inventory management, mobile inventory capabilities, reporting functions, and integration with NIH enterprise services. This solution should be deployable either within a Government-managed on-premises environment or as a FedRAMP Authorized cloud service. It must leverage configurable COTS functionality and standards-based integration to minimize custom development while providing scalability for future needs.
Key components of the required IMS include authentication and security features; user and organization management; cataloging; order and receiving management; reporting; financial tracking; enterprise integration capabilities; self-service checkout options; administrative management tools for inventory operations; and implementation services that adhere to architectural principles. Additionally, it should support integration with NIH's enterprise authentication services as well as Government financial management applications through standards-based interfaces.
Overall objectives are centered around improving inventory accuracy, visibility, operational efficiency through integrated systems like barcode-enabled controls and mobile capabilities while enhancing financial accountability. This initiative aims to standardize capabilities across NIEHS's warehouse operations and self-service supply store activities while reducing reliance on custom-developed solutions.
