Description

The Department of Health and Human Services (HHS), in collaboration with the General Services Administration (GSA), is conducting market research to enhance health care outcomes by focusing on culturally responsive education and training for healthcare professionals. This initiative is part of the statutory mission of the Office of Minority Health (OMH) and aligns with HHS priorities aimed at improving care for racial and ethnic minority populations, including American Indian and Alaska Natives. By providing evidence-based, accredited educational programs, this project seeks to bolster the capacity of healthcare providers to deliver culturally competent care that meets diverse patient needs.

The primary objective of this project is to implement a comprehensive program that offers education and technical assistance through a government-furnished Learning Management System (LMS). The program will facilitate the acquisition of cultural competency and linguistic certification for healthcare providers, students, and health systems. Additionally, it will provide support services in compliance with the Paperwork Reduction Act (PRA) to ensure timely information clearance requests. This effort aims to disseminate culturally responsive training programs effectively across various educational levels and language backgrounds.

Key outcomes anticipated from this initiative include increased provider capacity to deliver culturally and linguistically responsive care, enhanced national access to accredited education via LMS, effective dissemination of training programs, measurable organizational improvements from technical assistance, and transparent contract management practices. The program's scope is defined under section 1707 of the Public Health Service Act, emphasizing training that equips healthcare professionals with practical skills needed for recognizing and responding appropriately to patients' cultural beliefs, practices, and communication preferences.

Constraints within this project include reliance on a government-furnished LMS without additional hosting or procurement by contractors. Additionally, contractors are not authorized to represent the Government before OMB/OIRA. All work must adhere strictly to evidence-based practices while ensuring Section 508 compliance for accessibility standards. Ultimately, final approval authority rests with the Government.
