HHS IHS - Whiteriver Hospital Construction Quality Assurance - MRAS

The Department of Health and Human Services (HHS), in collaboration with the U.S. General Services Administration (GSA), is conducting market research to identify capable firms for a significant construction project under the Indian Health Service (IHS). This initiative aligns with the goals of enhancing healthcare infrastructure for Native American communities, specifically through the construction of a new facility at Whiteriver Hospital. The overarching aim is to ensure that the new hospital meets high standards of quality and safety throughout its development.

The project involves providing professional Quality Assurance Management (QAM) services during the construction phase of the Whiteriver Hospital Replacement project. The selected Quality Assurance Manager (QAM) will oversee a team of Quality Assurance Representatives (QARs) to ensure that all aspects of construction adhere to specified quality standards. The QAM firm will work as a partner with IHS, focusing on maintaining rigorous oversight without engaging in direct management or altering construction plans, which remains under IHS's jurisdiction.

In addition to overseeing the hospital's construction, which includes facilities such as inpatient and outpatient services, an intensive care unit, and more, the QAM will also be responsible for ensuring quality assurance in constructing two wastewater treatment plants and upgrading an existing surface water treatment plant. These tasks are critical for supporting both healthcare operations and environmental sustainability within the community.

This contract requires adherence to specific guidelines outlined by federal regulations such as FAR Part 36.6 concerning architect-engineer services. It emphasizes compliance with all applicable laws and standards while ensuring that contracted personnel do not assume inherently governmental functions or influence other contractors' evaluations directly or indirectly.
