Description

On behalf of the Department of Health and Human Services (HHS), the U.S. General Services Administration (GSA) is conducting market research to identify potential contractors capable of providing comprehensive maintenance and support services for IBM Power Systems hardware and associated software. The aim is to ensure operational readiness, security, interoperability, and supportability across Indian Health Service (IHS), Tribal, and Urban healthcare environments. This initiative supports the IHS Resource and Patient Management System (RPMS), which utilizes AIX-based IBM hardware platforms for mission-critical healthcare operations.

The contract seeks to acquire OEM-authorized or equivalent maintenance services encompassing repair, software support, firmware updates, technical assistance, and consultative services for government-owned IBM Power Systems. This includes support for IBM AIX operating systems, PowerHA SystemMirror/HACMP clusters, Hardware Management Console (HMC), Virtual I/O Server (VIOS), storage solutions like Storwize and FlashSystem, LTO tape systems, media-retention policies, and related software applications. The contractor will be responsible for providing both remote and onsite support as needed.

Key responsibilities outlined in the Performance Work Statement include verifying maintenance coverage, conducting system health reviews, coordinating patch management and firmware updates, as well as maintaining comprehensive documentation. The contractor must ensure compatibility with existing systems without substituting hardware or altering software licenses unless explicitly authorized by the Contracting Officer.

To fulfill these requirements effectively, potential contractors must demonstrate their capability through evidence of being an OEM-authorized maintenance provider with access to necessary IBM resources. They must employ certified personnel skilled in installing, configuring, maintaining, troubleshooting, and repairing the specified IBM technologies. Additionally, they should be equipped to provide nationwide onsite support tailored to meet the needs of diverse healthcare settings within IHS's operational scope.
