The Centers for Medicare & Medicaid Services (CMS) is seeking a contractor to provide innovation design, development, and operations services for the Accountable Care Organization - Operational System (ACO-OS) and 4 innovation (4i) platforms. The ACO-OS supports CMS in generating and transmitting beneficiary and provider level data for the Medicare Shared Savings Program (MSSP) and other Alternative Payment Models (APMs). The contractor will be responsible for developing, maintaining, and modernizing the ACO-OS and 4i platforms, as well as supporting business services, agile development, DevSecOps, production operations, and user interface. The contractor will also collaborate with other vendors and CMS contractors to ensure successful integration and deployment of the IDDOC components and services. The contract will have a transition-in period of three months with the incumbent contractor.

The work to be acquired includes designing, developing, and validating new functionality for the ACO-OS and 4i platforms using emerging technologies such as cloud computing, APIs, FHIR, AI, data lake/mesh, machine learning, RPA, and blockchain. The contractor will also accommodate system changes needed to maintain operations and evolving policies, support system connectivity with CMS stakeholders and interfacing systems, manage user identity proofing and multi-factor authentication, generate and disseminate claim and claim line feed files to APM entities, coordinate beneficiary alignment/assignment data, support the ACO-OS functionality for CM and CMMI programs, enhance the ACO-OS cloud infrastructure, implement DevSecOps processes and tools for secure development and operations, monitor system performance and resource utilization, support infrastructure changes and incident management, maintain user interfaces for the 4i platform including case management functions and reporting services.
