HHS HRSA - Objective Review Committee Logistical and Admin Support - MRAS

The U.S. General Services Administration (GSA), on behalf of the Department of Health and Human Services (HHS), is conducting market research to identify capable contractors for a significant undertaking by the Health Resources and Services Administration (HRSA). HRSA, an agency within HHS, is dedicated to improving health equity through access to quality services and supporting health care providers across the U.S. The Office of Federal Assistance and Acquisition Management (OFAAM) within HRSA oversees a substantial volume of grant applications annually, necessitating efficient logistical and administrative support.

The contract seeks to secure services for managing approximately 10,000 grant applications annually in response to over 90 Notices of Funding Opportunities (NOFOs) published by HRSA. The scope of work involves retrieving, validating, and processing these applications efficiently. This task is critical as it supports HRSA's mission by ensuring that grant programs are managed effectively, thereby facilitating the distribution of resources crucial for healthcare improvement across various sectors including primary health care, HIV/AIDS programs, maternal and child health services, rural health policy initiatives, and more.

The anticipated period of performance spans a 12-month base period with four additional 12-month option periods. The contractor will primarily work offsite but must have access to government systems such as the HRSA Electronic Handbooks (EHBs) for processing tasks. This will require obtaining necessary security clearances including background checks for Personal Identity Verification (PIV) cards. The contractor's responsibilities will encompass federal records management, program management support through meetings and kickoff sessions with stakeholders, as well as overseeing the Objective Review Committee process.
