HHS HRSA - Independent Verification and Validation Services - MRAS

The Department of Health and Human Services (HHS), through the General Services Administration (GSA), is conducting market research to support the Bureau of Health Workforce (BHW) within the Health Resources and Services Administration (HRSA). HRSA's mission is to enhance access to healthcare for individuals who are geographically isolated, economically disadvantaged, or medically vulnerable. The BHW plays a crucial role in fulfilling this mission by focusing on strengthening the health workforce and connecting skilled professionals with communities in need. This involves increasing healthcare access points and facilitating the recruitment, placement, and retention of primary care providers in underserved areas.

The current solicitation seeks Independent Verification and Validation (IV&V) services for the BHW Management Information System Solution (BMISS). BMISS is an integral platform managed by HRSA's Division of Business Operations. It supports various BHW programs by providing a centralized system for data collection and automation of task-driven processes. The platform ensures efficient management of programs while adhering to federal policies and procedures. It includes self-service portals, compliance measures through automation, task management features, workflow schema, and supports over 100,000 external user accounts along with more than 300 internal users.

The BMISS platform is categorized as a major IT investment due to its substantial annual funding exceeding $10 million. This investment covers development, modernization, enhancement, operations, and maintenance activities. The platform facilitates several loan repayment and scholarship programs such as the National Health Service Corps Loan Repayment Program (NHSC LRP), NURSE Corps Loan Repayment Program (NCLRP), among others. It handles hundreds of concurrent users with peak usage during application cycles while interfacing with the Department of Education's student loan system to maintain data integrity.
