HHS - HITECH Payment File Development Contractor - MRAS

The Department of Health and Human Services (HHS), through the General Services Administration (GSA), is conducting market research to identify potential sources for a Payment File Development Contractor (PFDC). The HITECH Act, established under Title IV of Division B of the American Recovery and Reinvestment Act of 2009, provides incentive payments to Eligible Providers (EPs) and Eligible Hospitals (EHs) that adopt certified EHR technology. The PFDC will play a vital role in facilitating these payments by working alongside Medicare Administrative Contractors (MACs) and other Medicare systems. The contractor must also interface with CMS data centers, prepare provider files, perform accounts receivable/payable duties, manage a Medicare bank account, ensure proper fund control, account for overpayments/underpayments, conduct Federal Payment Levy Program compliance checks on all payments, and update recipient payment data regularly. Additionally, they must develop software solutions as needed to support these functions effectively.
