The U.S. General Services Administration (GSA), in collaboration with the Department of Health and Human Services (HHS), is conducting market research to identify capable vendors for providing Construction Management (CM) and Construction Inspection (CI) services. This initiative supports various construction, repair, alteration, renovation, and facility improvement projects under the Food and Drug Administration's Office of Facilities Engineering and Mission Support Services. The overall goal is to ensure that government facilities meet safety standards, operational efficiency, and modern infrastructure needs.

The scope of work involves a range of CM/CI services across multiple FDA locations, including the Muirkirk Road Campus in Maryland, Jefferson Laboratory Complex in Arkansas, San Juan District Office in Puerto Rico, Pacific Southwest Laboratory in California, FDA Gulf Coast Seafood Laboratory in Alabama, and Winchester Engineering Analytic Center in Massachusetts. Vendors will be tasked with managing projects that may include laboratory renovations up to Biosafety Level 3 standards, facility renovations across various engineering disciplines such as architectural or mechanical improvements, building envelope enhancements, fire safety upgrades, utility infrastructure developments, and specialized space constructions.

This structured approach allows flexibility depending on the project's magnitude or complexity while ensuring compliance with all relevant safety codes and operational standards.
