Description

The Department of Health and Human Services (HHS), in collaboration with the General Services Administration (GSA), is conducting market research to identify potential vendors capable of providing comprehensive management, supervision, administration, and labor for the Hospital Quality Reporting (HQR) Analytics, Reporting, Business Outcomes and Research (HARBOR) application development organization (ADO) services. This initiative falls under the Centers for Medicare & Medicaid Services' (CMS) Information Systems Group within the Centers for Clinical Standards & Quality. The overarching goal of this contract is to enhance patient care quality and aid consumer decision-making by collecting and publicly reporting hospital quality measure data on Medicare.gov.

The work involves maintaining and developing the HQR system, a human-centric reporting platform designed to refine, filter, compare data, and provide supplemental information. Vendors are expected to engage in requirement gathering, design, development, enhancement, and maintenance of this system. The applicable NAICS code for this procurement is 541512 Computer System Design Services. This effort aims to ensure that hospital quality measures are accurately reported to benefit Medicare providers and beneficiaries nationwide.

Required capabilities for prospective vendors include expertise in integrating HARP/IDM systems with CMS platforms using Okta/Saviynt tools; familiarity with CMS AWS cloud environments; proficiency in Angular for front-end development; experience with Jenkins for CI/CD processes; competence in business rules management systems like Drools; knowledge of Medicare claims data processing; ability to work with measure development software packages; and experience managing provider demographic data sources. Additionally, vendors should have a deep understanding of the Hospital Quality Reporting measure inventory to track changes over time effectively.

This Request for Information (RFI) serves solely as a market survey tool rather than a solicitation or request for proposals. Organizations responding should ensure their submissions are detailed enough to demonstrate their capability to meet these requirements. While responses will be reviewed thoroughly by the Government, they will not be acknowledged individually nor considered adequate substitutes for formal solicitation responses.
