Description

The Department of Health and Human Services (HHS), through the General Services Administration (GSA), is conducting market research to support the Centers for Disease Control and Prevention's (CDC) National Center for Chronic Disease Prevention and Health Promotion (NCCDPHP). The primary goal of this contract is to provide program evaluation services under a Blanket Purchase Agreement (BPA) titled "CDC NCCDPHP Program Evaluation Services." The contract period spans from August 1, 2025, to July 31, 2030, including a base year followed by four option years. This initiative aligns with the broader objectives of the CDC and HHS in addressing chronic diseases, which are major contributors to mortality and healthcare costs in the United States.


The work requested under this solicitation involves comprehensive program evaluation services aimed at assessing the effectiveness and efficiency of various public health programs managed by NCCDPHP. These programs focus on preventing chronic diseases such as cancer, heart disease, diabetes, and others through evidence-based strategies that address key risk behaviors like tobacco use, poor nutrition, physical inactivity, and excessive alcohol consumption. Evaluations will be conducted using systematic data collection and analysis methods outlined in the CDC's new Program Evaluation Framework (2024), which emphasizes advancing equity and eliminating health inequities.


Program evaluation is critical for demonstrating accountability to funders, policymakers, participants, and ensuring optimal resource utilization. The evaluations will follow six steps defined in the CDC Program Evaluation Framework: engaging stakeholders; describing the program; focusing evaluation design; gathering credible evidence; justifying conclusions; ensuring use; and sharing lessons learned. Additionally, evaluators are encouraged to incorporate cross-cutting actions like fostering equity throughout each step. The NCCDPHP's Evaluation Workgroup has also established Essential Evaluation Practices that guide culturally responsive evaluations focused on equity.


Through this BPA, CDC aims to enhance its capacity for evidence-based decision-making by utilizing findings from program evaluations to improve public health outcomes continuously. By engaging skilled evaluators who can apply these frameworks effectively across diverse public health settings within NCCDPHP's scope which includes divisions focused on smoking cessation, cancer prevention, diabetes management among others the CDC seeks actionable insights that can inform policy development and improve community health initiatives nationwide.
