Description

The U.S. Department of Health and Human Services (HHS), in collaboration with the General Services Administration (GSA), is conducting market research to support the maintenance of the Data Coordinating Center (DCC). This initiative is a critical component of the national strategy to combat HIV/AIDS, as outlined by the Division of HIV Prevention (DHP). The overarching goal is to enhance data management and coordination efforts that are vital for monitoring and evaluating progress toward national health objectives, particularly those related to the Ending the HIV Epidemic (EHE) initiative. This initiative aims to reduce new HIV infections by 90% by 2030 through a comprehensive approach that includes early diagnosis, rapid treatment, prevention strategies, and outbreak response.

The work required involves maintaining and supporting the DCC's operations over a five-year period, starting from August 2026 through August 2031. The contract will include a base year followed by four option years. The DCC plays a pivotal role in managing data from various surveillance systems such as the National HIV Surveillance System (NHSS), Medical Monitoring Project (MMP), and National HIV Behavioral Surveillance System (NHBS). These systems collect extensive clinical and behavioral data that are crucial for informing public health policies and strategies aimed at controlling and preventing HIV/AIDS.

Specifically, contractors will be responsible for ensuring seamless integration of sampling techniques, data acquisition processes, data management protocols, weighting methodologies, as well as providing technical support and training for health department recipients. Given the sensitive nature of this data covered under strict confidentiality guidelines the selected contractor must adhere to rigorous security standards to protect patient information. The MMP in particular requires careful handling as it gathers detailed sociodemographic, behavioral, clinical care adherence data from approximately 10,000 adults diagnosed with HIV across multiple U.S. sites.
