Description

On behalf of the Department of Health and Human Services (HHS), the U.S. General Services Administration (GSA) is conducting market research to support the National Center for Emerging and Zoonotic Infectious Diseases (NCEZID). This initiative aims to enhance the capabilities of NCEZID in its mission to protect people from domestic and global health threats, including infectious diseases that are resistant to antibiotics, and those spread by animals or through food and water. The overarching goal is to modernize IT systems that support NCEZID's operations, ensuring they can efficiently respond to emerging public health threats.

The solicitation seeks expertise in IT product development, modernization, enhancement, operation, and maintenance. Specifically, it requires services related to requirements definition, system design and architecture, agile software development, systems functional testing, security measures, software deployment as well as ongoing systems operations. Additionally, the work involves supporting NCEZID's mission through data science initiatives that leverage cloud-based data structures for decision-making processes.

The scope of work includes utilizing advanced technologies such as cloud service providers like Azure Databricks and Palantir Foundry. Contractors are expected to demonstrate experience with various database technologies such as SQL Server and PostgresSQL along with programming languages like Python and JavaScript. The application of frameworks such as DevSecOps for automation purposes is also a key component of this project.

This effort aligns with CDC's Public Health Data Strategy (PHDS), which endeavors to modernize public health data systems across the nation by integrating advanced tools for efficient data exchange. By addressing outdated technology issues and promoting interconnected data infrastructure over traditional silos, PHDS aims to enhance public health operations' effectiveness against 21st-century health threats.
