HHS CDC - Environmental Equipment Monitoring and Maintenance - MRAS

The U.S. General Services Administration (GSA), on behalf of the Department of Health and Human Services (HHS), is conducting market research to support the Centers for Disease Control and Prevention's (CDC) Division of High Consequence Pathogens & Pathology (DHCPP). The overarching goal is to ensure that state-of-the-art laboratory equipment remains in optimal working condition, adhering to both Clinical Laboratory Improvement Amendments (CLIA) regulations and International Standards Organization (ISO) requirements. These standards necessitate rigorous monitoring of environmental conditions such as temperature, humidity, and CO2 levels within laboratory areas where quality assurance materials are manufactured, stored, or tested. Accurate environmental monitoring is critical for maintaining the integrity and quality of these materials.

The solicitation seeks a service agreement for an advanced automated monitoring and notification system. This system will electronically record environmental data from IntelliSense hardware probes installed in DHCPP laboratories. It will also automatically alert laboratory staff when measurements deviate from established parameters. The new contract will build upon a previous comprehensive monitoring system established under an umbrella contract awarded in FY21, which included a network of temperature, CO2, and humidity transmitters along with software for data collection and management.

Key elements of the work include servicing and repairing existing IntelliSense hardware used for environmental monitoring as well as providing options for annual procurement of additional hardware with warranties. The vendor must be ISO 17025 compliant to perform necessary calibrations/recalibrations, installation qualification (IQ), operational qualification (OQ), and provide thorough documentation on all service activities. The equipment must feature NIST traceable sensors capable of operating within a wide temperature range (-200 to 300 C) with high resolution reporting capabilities.

This solicitation emphasizes the need for robust technology solutions that enable precise environmental control across all five branches within DHCPP: Bacterial Special Pathogens Branch (BSPB), Chronic Viral Diseases Branch (CVDB), Infectious Diseases Pathology Branch (IDPB), Pox & Rabies Virus Branch (PRB), and Viral Special Pathogens Branch (VSPB). By ensuring accurate monitoring through advanced systems, CDC aims to prevent potential damage to invaluable specimens while maintaining compliance with stringent quality management standards.
