Description

The U.S. General Services Administration (GSA), on behalf of the Department of Health and Human Services (HHS), is conducting market research to identify capable vendors for a significant initiative under the Administration for Strategic Preparedness and Response (ASPR). The primary objective of this contract is to secure staffing support for Disaster Response & Recovery Operations, specifically focusing on behavioral health training delivery. This initiative underscores the HHS's commitment to enhancing disaster preparedness and recovery by equipping professionals with essential skills needed in crisis situations.

The scope of work entails delivering certified behavioral health trainings, such as Psychological First Aid (PFA) and Skills for Psychological Recovery (SPR), among others. These trainings are aimed at both paraprofessionals and professionals operating in areas affected by disasters or national emergencies. The selected vendor will be responsible for organizing 20 training sessions nationwide during the first year, with an option to extend the contract for an additional four years. The trainings may be conducted in-person, virtually, or through a hybrid model, depending on situational needs.

In addition to delivering these critical trainings, the contractor will manage various logistical aspects including securing appropriate venues, developing marketing materials, facilitating pre- and post-training surveys, and coordinating data collection efforts. Trainers must be certified experts with experience working with disaster survivors and must adhere to culturally and linguistically appropriate standards. Furthermore, project administration will involve comprehensive planning activities such as project management in collaboration with subject matter experts (SMEs), government-selected training facilitation, data analysis, and summary reporting.

This effort emphasizes not only the technical delivery of specialized training but also requires strategic coordination with federal programs to ensure successful implementation across diverse locations impacted by disasters. The contractor's team will need to demonstrate flexibility in deployment capabilities across the United States within short notice periods while maintaining high standards of quality control throughout all phases of project execution.
