The Office of Biomedical Advanced Research and Development Authority (BARDA) within the U.S. Department of Health and Human Services (HHS) is seeking advanced scientific professional staffing support. BARDA's mission is to support research and development efforts to provide medical countermeasures for public health emergencies such as chemical, biological, radiological, and nuclear events, pandemic influenza, and emerging infectious diseases. The contractor will recruit and provide advanced professional scientific subject matter expertise in biotechnology and biopharmaceuticals, with a focus on the licensure and approval of products through the Food and Drug Administration. The work will involve supporting BARDA's development of vaccines, therapeutics, and diagnostics. The anticipated period of performance is 12 months with four 12-month options.

The work will be performed both onsite at the U.S. Department of Health and Human Services in Washington, D.C., as well as offsite with telework capabilities. Contractors are expected to support 40 hours per week with flexible work schedules, including weekends and federal holidays if required. The contractor will be responsible for providing their own equipment for offsite work, while onsite personnel will be provided with government-furnished equipment. All personnel must undergo HHS onboarding, including background investigations and training.

The contractor will be responsible for providing a range of integrated strategic analytic and technical support services to support BARDA's mission. This includes recruiting and retaining personnel with advanced scientific subject matter expertise in relevant fields, conducting preliminary reference checks, monitoring conflict of interests, and ensuring compliance with security requirements. The contractor will also be responsible for providing consulting services in various scientific areas such as analytical development, software development for diagnostics and medical devices, pharmacology, clinical operations/development, biostatistics, and more. Travel may be required as needed.

Overall, this opportunity provides an important role in supporting BARDA's efforts to develop medical countermeasures for public health emergencies. The contractor will play a crucial role in recruiting and providing scientific expertise to support BARDA's research and development efforts.
