HHS/ASPR Hybrid Cloud Migration Capability - MRAS

The Department of Health and Human Services, specifically the Administration for Strategic Preparedness and Response (ASPR), is seeking information from private industry respondents for the planning, establishment, and lifecycle sustainment of a Hybrid Cloud Capability (HCC). The purpose of this request is to increase operational agility, innovation, and cost optimization in line with ASPR's Strategic Plan 2022-2026. The scope of the request includes the establishment of three brand-specific hosting environments (Microsoft Azure, Amazon GovCloud, and Oracle Cloud) and the interconnections among them and on-premises private cloud. The period of performance is one 12-month base period with four 12-month option periods.

The main objectives of this opportunity are to establish a new Hybrid Cloud Capability, assess existing information systems for decommissioning or migration, provide cloud consultation and migration services, and ensure the lifecycle sustainment of the new capability. Respondents are expected to comply with HHS statutes and directives, work cooperatively with OCIO and OIT, and ensure that all applications migrated achieve full compliance with the Federal Risk and Authorization Management Program (FedRAMP). Challenges include technical debt in legacy applications, mindset/cultural shift towards cloud adoption, and talent acquisition in a competitive market.

The place of performance is primarily remote or telework at the contractor's facility, with periodic in-person meetings at ASPR Headquarters in Washington, D.C. Personnel security clearances will be required for contractor personnel, with most needing Tier 2 Moderate Risk Public Trust clearance. However, a limited number may require Tier 4 High Risk Public Trust Clearance after the HCC is fully operational. ASPR handles a high volume of sensitive unclassified information.
